Robert F. Albicker
Project Director, CIO Priority Initiatives
Internal Revenue Service

Mr. Albicker works in the Office of the CIO, where he is responsible for leading several strategic, cross-cutting MITS initiatives.  Prior to this transition in 2007, he served as Enterprise Services’ Deputy Associate Chief Information Officer for Systems Integration.  In this role, he was responsible for activities related to architecture, systems engineering and security engineering, integration, release management, integration testing, configuration management and infrastructure design, and acquisition management.  These responsibilities incorporate support for the Service’s multi-year, multi-billion dollar Business Systems Modernization (BSM) program, including integration of new modernization projects with our current production systems.

Mr. Albicker has spent most of his thirty-three year career with the IRS in the Information Systems area, and has held executive-level positions since 1992.  He served as Deputy Chief Information Officer for Systems from July 1996 to January 2001, and led the design, development, and integration of IT applications supporting tax administration and internal management systems.  Mr. Albicker was responsible for the annual quality assurance and integration testing for approximately 500 systems and 50 million lines of code, and for IT strategic planning and client services support.  He led a staff of over 2,000 employees with an annual budget of more than $500 million. 

Throughout his career, Mr. Albicker has been responsible for a wide range of IT functions, including management of the Service’s highly successful Y2K program, systems design and development, database management, program management, computer security, strategic planning, and budgeting.  He has frequently represented the IRS on its modernization programs with key stakeholders in Congress, the Office of Management and Budget, the Government Accountability Office, and the Department of Treasury.

Mr. Albicker received the Presidential Rank Award in 1998 and again in 2006.  He was recognized as one of the Top 100 Government IT professionals in 1999 and in 2006.  He has also received numerous awards, including three Commissioner’s Awards, from the IRS.

Mr. Albicker earned his Bachelor of Arts in Business Administration and Mathematics from the State University of New York at Oneonta in 1973.  He graduated from the Mid Careers Program in Public Administration at Syracuse University in 1992.

Mr. Albicker and his wife Susan live in Woodbridge, Virginia and have two daughters, Katherine and Kristen.
