OPNET Joins Russell 3000® Index

BETHESDA, MD – July 18, 2006 –OPNET Technologies, Inc. (NASDAQ: OPNT), a leading provider of management software for networks and applications, today announced that it joined the Russell 3000 Index when Russell Investment Group reconstituted its family of U.S. indices on June 30, 2006. The Russell 3000 Index measures the performance of the 3,000 largest U.S. companies based on total market capitalization.

Marc A. Cohen, OPNET’s Chairman and CEO, stated, "We welcome our inclusion in the Russell 3000 Index and believe this will increase the Company's visibility with investors and institutions that rely on the Russell indices as part of their investment strategy.”

Russell indices are widely used by investment managers and institutional investors for index funds and as benchmarks for both passive and active investment strategies. Russell’s U.S. indices currently have $3.8 trillion in assets benchmarked to them. Investment managers who oversee these funds purchase shares of member stocks according to that company's weighting in the particular index.
