OPNET to Build Network Common Operating Picture for USCENTAF

BETHESDA, MD– September 3, 2003 --OPNET Technologies, Inc. (NASDAQ: OPNT), a leading provider of management software for networks and applications, today announced that it will build a Network Common Operating Picture (Netcop™) system for US Central Command Air Forces (USCENTAF), based on OPNET's SP Guru technology and data stored in OPNET VNE Server.

The delivery order provides for multiple phases of development for a Netcop™ system, using an existing contract vehicle in place between SPAWAR, Charleston and OPNET. Funding has been determined and released only for the first phase of the delivery order for OPNET's professional services. Future phases may add additional advanced features to the USCENTAF Netcop™ system.

Event-triggered and scheduled updates from disparate data sources including HP OpenView, CiscoWorks, Concord, MRTG, NetScout, NetReality, WebTrends, cflowd, Cisco NetFlow, and Government Off The Shelf (GOTS) systems will be fused, analyzed, and graphically updated in the USCENTAF Netcop™ system. The Netcop™ system will leverage advanced features of OPNET SP Guru, including NetDoctor configuration auditing, dynamic traffic and routing visualization, and simulation.

Bill Strickland, Chief of the Network Engineering Support Team at USCENTAF, stated, "From CENTAF's active, on-going role in Joint operations, we have observed a need to integrate our many disparate network data sources and advanced modeling capabilities, all behind a simple dashboard display.
