OPNET & Telcordia Technologies to Deliver Software for Planning and Managing 3G Wireless Networks

BETHESDA, MD -- March 15, 2001 -- OPNET Technologies, Inc. (Nasdaq: OPNT), the leading provider of intelligent network management software, and Telcordia Technologies, Inc., communications software and solutions provider, today announced a joint development effort to deliver software for efficient planning and management of 3rd Generation (3G) wireless networks.

The first results of the joint development effort are expected in April, when OPNET will offer software extensions to its products that are focused on predictive analysis and planning of UMTS networks. UMTS, which stands for "Universal Mobile Telecommunications System," is the most popular communications standard proposed to support "3G" services.

Today's announcement brings together two innovators on the leading edge of network technologies. OPNET specializes in the development of software products that enable network professionals to more effectively design and deploy networks, diagnose network and application performance problems, and predict the impact of proposed network modifications on capacity and performance. Telcordia is a leading provider of scalable, high-performance operations support systems for telecommunications networks, high-availability service management software that supports real-time communications services within and across wireless and wired communications networks, and consulting and engineering services to the telecommunications industry.

Commenting on today's announcement, Lee Chow, Senior Analyst with RHK, stated, "Wireless providers in search of the 'killer app' have been turning to 3G for its exciting possibilities in high margin services - including streaming audio and video, high-speed Internet access and videoconferencing. The magnitude of the 3G migration will drive wireless providers to look to more structured and exact methods of determining the network and financial resources required to successfully bring 3G to market. Predictive network analysis and planning software will provide wireless operators with key competitive advantages, enabling them to eliminate the guesswork and more accurately manage the cost and performance of an operational 3G network."

The stakes are high. As OPNET Technologies' CEO Marc A. Cohen explained, "3G operators are becoming extremely serious about identifying the services they will offer, planning the deployment of strategic technologies, and building the necessary network infrastructure to ensure success. The software we are developing with Telcordia will enable 3G manufacturers and service providers worldwide to build smarter networks with quantitative insight into the impact of each decision they make -- both prior to implementation and on an ongoing basis as the services mature."

"UMTS is a strategic technology for Motorola because it combines voice, video and high speed data to deliver interactive services to our customers' 3G terminals whenever, wherever and however required," said Simon Durrant, Director of 3G Operations at Motorola. "Modeling UMTS in realistic customer scenarios is critical for anyone who intends to operate a cost-efficient UMTS network. Advanced modeling software helps us ensure our service provider customers are successful with our UMTS products."

Also commenting today was Aaron Budgor, Executive Director for Telcordia, who stated, "Wireless providers are under tremendous pressure to get to market quickly with higher bandwidth solutions, but also to do it cost-effectively. Delivering sub-standard services or over-provisioning wireless networks can lead to expensive, ineffective business models that strain financial resources. In recognition of this market opportunity Telcordia, a leader in wireless research, standards development, and professional services, is pleased to team with OPNET. Together we will offer wireless companies a leading-edge solution that can help to empower 3G providers to make solid business decisions for designing next-generation wireless systems and for designing and operating advanced wireless networks. We believe that those companies can design 3rd Generation networks with significant capacity and performance improvements for wireless Internet services using the new software offered by the OPNET-Telcordia Technologies team."
