OPNET and CelPlan Announce Integrated 3G Wireless Modeling and Design Solutions

BARCELONA, Spain., October 17, 2001 -- OPNET Technologies, Inc. (Nasdaq:OPNT - news), the leading provider of intelligent network management software, and CelPlan Technologies, a leader in the development of wireless planning and optimization software and services, jointly announced plans to deliver integrated design and modeling software solutions for UMTS, which is widely accepted as the standard protocol that will support Third Generation (3G) Wireless services.

UMTS is expected to deliver low-cost, high capacity mobile communications at rates up to two megabits per second. The Strategis Group predicts that by September 2002, the number of wireless subscribers worldwide will reach one billion.

As carriers make the leap to third generation (3G) technologies, service providers are faced with a paradigm shift in network planning, from circuit switched voice to bursty data traffic. They must also contend with the introduction of multiple QoS mechanisms and service-level agreements with content providers.

OPNET and CelPlan offer complementary software solutions that reduce the complexity involved in planning infrastructures to support 3G services. An integrated OPNET-CelPlan solution will allow service providers to accomplish their RF planning, data network planning, and QoS policy development in a seamless workflow.

OPNET draws from its background as a leading provider of intelligent network management software. OPNET products combine predictive modeling and comprehensive understanding of networking technologies to enable operators to optimize performance and maximize availability of networks and networked applications, while maintaining agreed upon service levels.

CelPlan offers its expertise as a leading provider of wireless network planning and system optimization software and solutions. The CelPlannerGao suite of software supports wireless operators worldwide to expedite development, increase system capacity and enhance network performance.

``The combination of RF network and data network planning is an extreme challenge for operators looking to deploy next generation wireless service in a cost-efficient manner,'' stated Marc A. Cohen, Chairman & CEO of OPNET. ``By leveraging interoperability between the OPNET and CelPlan products, service providers will be able to address this challenge directly.''

``3G implementation requires that the design and optimization process of wireless networks be brought to a high level of sophistication and requires innovative solutions to cope with the design challenges. OPNET and CelPlan's collaboration will provide solutions for the most advanced of 3G networks'', added Leonhard Korowajczuk, Founder and President of CelPlan.

The companies expect to deliver an integrated 3G wireless modeling and design solution during the first calendar quarter of 2002.
