MIL 3, U.S. Air Force Develop Tel-Scope Simulation System to Improve Target Analysis, Understanding of Battlefield Communication

Decision Support Software Enables "Virtual" Reverse Engineering for Fast, High-Impact Targeting

WASHINGTON, DC - February 7, 2000 -- MIL 3, Inc., a leading provider of decision-support software for networks and applications, today announces availability of Tel-Scope Version 2.1C for the United States Air Force. Tel-Scope is simulation-based decision-support software that provides users with insight into the impact that specific operational and combat activity will have on hostile communications networks.

"Tel-Scope enables the Air Force to see how telecommunications networks are used rather than simply how they are put together," said Melanie Houghton, Vice President of Strategic Business Development at MIL 3. "Tel-Scope creates models that overlay communications requirements onto available resources. From there, users can simulate the impact of a specific action on the telecommunications infrastructure. This is extremely useful for targeteers who develop plans for disrupting hostile communications to disable air defenses, missile systems, and command and control centers."

The core of Tel-Scope is MIL 3's commercial OPNET NetWizard software. Through a joint effort between MIL 3 and the Air Force Information Center (AFIC), this simulation engine has been enhanced to provide an automated Information Operation Analyst or 'IO Targeteer' with the ability to simulate the disabling of critical nodes and associated systems. This allows the user to gauge and optimize the impact of a contemplated strike.

The analytical simulations utilize data provided by the National Air Intelligence Center (NAIC) to ensure maximum accuracy. In addition, Tel-Scope is designed with ease of use, simplicity and clarity of results as its top priorities because most users want to know what communications assets support a country's military decision-makers.

To provide these answers, Tel-Scope allows users to pick from a list of separate, yet inter-dependent, communications systems. These systems are broken into authority levels, from a president down to a radar outpost. It is this inter-dependence that Tel-Scope is designed to find and exploit. Once the IO Targeteer has outlined all the applicable communications buildings, towers and lines, the software prioritizes the target list and provides impact assessments based on various battlefield scenarios.
