OPNET Continues Aggressive Expansion With First Overseas Office

New Presence in Paris to Expand and Enhance Business in Europe

WASHINGTON, DC -- November 3, 2000 -- OPNET Technologies, Inc. (Nasdaq: OPNT), the leading provider of intelligent network management software, today announced the official opening of its first corporate office in Europe, as part of an aggressive international expansion designed to capitalize on growing worldwide demand for its software solutions.

The Paris office is intended to expand OPNET's European customer portfolio and enhance the services offered to existing clients. OPNET's European customers already include companies such as Alcatel, British Telecom, DaimlerChrysler, Deutsche Telekom, Ericsson, France Telecom, Marconi, Nokia, Nortel, Philips, Telecom Italia, and Vodafone. Driven largely by the rapid growth of wireless communications throughout Europe, OPNET solutions are expected to play an increasingly significant role in enabling service providers, equipment manufacturers, enterprises, and application designers to optimize the performance of their infrastructure, technologies, and networked applications.

"Europe's wireless communications market and the infrastructure that supports it are growing at a frenetic pace, presenting a tremendous strategic opportunity for OPNET," said Joe Lenz, OPNET's Vice President of International Sales. "Considering our current customer base and strong partnerships with our European distributors and consultants, it is the most logical area for us to place our first overseas office. The market is primed for OPNET to build on these relationships and extend into untapped opportunities."

Dr. Cionaith Cullen, Manager of a Satellite Multimedia Services project at France Telecom, commented, "We are very pleased to have OPNET Technologies directly in France. We have been using their software over the last few years and find it very useful for estimating and optimizing algorithm, network and system performance in our pre-deployment studies."

The opening of the Paris office is the most recent in a string of significant international business development efforts by OPNET. Over the summer, the company co-hosted OPNETWORK 2000, KOREA to demonstrate its commitment to the rapidly growing OPNET user community in Asia. Days later OPNET announced a major distribution agreement with Mitsui to expand the OPNET sales channel in Japan. The company then hired Lenz as its first executive dedicated solely to international sales.
